Hmmm. China went from hardly winning a thing to suddenly smashing records all over the place. I remember the Soviet Bloc achieving just the same thing. I'm sure that was down to their hard work and genes too. Or maybe not.

The goverment of china is the one made their athletes great, they choose and started them young in training their athletes in which sports they can excell, the parents encourage their kids to join sports,if chosen they are supported by goverment in everything like school ,allowances and other benefits, that's where the hardwork come in, and china has the one of biggest population in the world , they have of talents to choose from and represent their country.
