hot air balloon

Will a hot air ballon rise up, even if the surrounding air is of the same temperature?

I don't know much about hot air ballon. I'd like to try it out someday.

No air balloon cannot rise up because hot air is lighter than cold air so if both will same than balloon can't rise up.
