I love web designing, too, and after I got my BS Civil Engineering degree, I went ahead and got a diploma in Multimedia Arts. The course tackled a lot of things besides Web Design, but if you want to concentrate on the designing, take a short course, or certification on web design. HTML and CSS are easy to understand, but you need to learn PHP and other languages, too, to have a career.

U see there are two types of websites mainly. Static and dynamic. It is easier to build static website than dynamic website. First of all learn html language. With this u shall be able make a static website easily. HTML is a very easy language. I learned it thru internet. Go to the link provided by another participant in the 2nd answer. There u will find e book. Download that ebook. It will help u. There is no need to join any school or institute. This ebook is prvided free by the website. I learn from that e book only. Once u have learnt the html, then u will need xml, java etc to make more advanced websites. I hope it helps.
