Hello dear lilaclady. Yeah, that is Chairman Mao, with the full name Mao Zhedong, the first leader of the People's Republic of China. He was great in some ways, but also he made a great mistake in having the so-called Great Cultural Revolution, which made our country fall behind the others for decades' years behind.
