I think they want to and probably will succeed at some point. But, it definitely won't be as easy as it was the last time.

There will always be some sort of terrorist groups that want to attack the US (or another western country). Our intelligence services are probably well trained but at some point something will happen... hopefully it won't be another 9/11

I think they are trying constantly but US anti-terrorist operations are reducing their power.
