Novel writing! Is it all Creativity or Observation?

I always tried to write stories and even novels, but I have never been successful. Even though I am creative enough to produce unique story concepts, I am unable to put it into a sound plot, because it would require good observations from around myself. What do you think, if you have got a good story concept, can you write a story or novel?
