Who Should Pay?

Regarding the 3 men who were climbing mount hood and got lost, 1 lost his life the other 2 are still missing. It cost the state over $7000 a day in rescue efforts, should the families of these climbers have to pay for the huge amount of money it costs everyday to search for them or should the taxpayers fork over the bill...i understand that a natural disaster is one thing to search for victims.

In many states they do require the families to pay which is why i want other opinions.

As far as the families covering the bill, this is how it works according to MSNBC.Com
Oregon law does not require victims to pay for rescue efforts unless they were negligent and failed to take basic steps to keep themselves safe, Kleinbaum said. And in those cases, costs are limited to $500 per person. Other costs are absorbed by the state and local agencies involved.
