Should windows have inbuilt download manager like DAP, why is it not even in vista?

Yes, I think one thing in which windows lags behind is this. Even windows vista dosen’t has this feature. This is quite frustrating.

Good idea, still not sure why they have never done it... Must be a reason of some sort? Interestingly enough, most varieties of linux ship with several download managers. Not sure about the mac.
