I'm a little biased, but Brett Favre. He may only have one Super Bowl ring, but he's spent most of his careers on teams with average talent surrounding him and led the Packers to 13 consecutive non-losing seasons. That's something none of the other quarterbacks can claim.
Not to mention you won't find anyone tougher.
