yeah paypal is available to indian residents but can withdraw only by cheque for that you should have minimum 150$ in your acccount. you can open paypal account for free.

                            hi uma!
i am also from india. i am from kolkata. i had also the same question like you. but after going through the faqs i came to know that we the indians can withdraw money from paypal account via requesting a cheque from them. but we should accumulate minimum $150 to withdraw from paypal. perhaps ( i am not sure) $5 will be taken by them as the processing fee and moreover in india other taxes and currency conversion charges may have been charged.

paypal account is the medium used to send or receive money. i don't know if it covers india but you can open at least the basic for free, depending on the extent of usage you'd like it to be. you can go to www.paypal.com for more info and details.
