Help!!My Friend is not able to post responses here

Hello one of my friend is not able to post response on any topic.It shows "unable to post content..sorry try again".Also he cant start new discussion.In his response window "preview response"and "upload photo" are also disabled.What to do?He is not a cheater as per I know.Help me please....
