Kofi Annan's 10 years versus Boutros Boutros-Ghali's 5 years

From my observation, I think Mr Ghali was a better Secretary General of the UN than Mr Annan. Kofi Annan seemed to compromise his position when it came to making ery important decision on international politics, relations and diplomacy.
What do the others think?
Did Annan do as much as was expected of him for all that 10 years?
Was his association and residence with the US prior to the appointment compromise his stand, espeially when it came to making decisions against Uncle Sam?

Granted, but I think the man was not very authoritative, as compared to Bhoutrous-Ghali.
