phone discharging battery even when switched off.heat being dissipated from around network power amplifier area.

How come you conclude that heat is being dissipated around the network power amplifier area ? Did you get it checked somewhere or is it an assumption
Even i have a nokia 3310 in which the power drains down very quickly even if the battery is new, so i got a new one. If you find a solution for this post it here

it sounds like you have a faulty fuse on your phones motherboard, I would recommend getting this checked out by someone qualified as they would do a full diagnostic on your phone.
