Why do they have a whistle on airplane life jackets?

If people in the immediate vicinity don't hear a massive metal object of several hundred tonnes slamming into the ocean how are they going to hear a friggin' whistle??

If your plane were to crash in the water in the middle of nowhere, the whistle would come in handy. Image crashing in the middle of the Atlantic Ocean, and a search party looking for survivors in the middle of the night. You may need the whistle to get someone's attention. However, I'd have to expect a search party to be rather loud (boat engines, plane engines, etc), and don't really think anyone would hear the whislte.
