how to control population

there are many economic theories. But the theory is only in books and coming for practical implementation. unless the government determine for population and say government will take away all its support if a person has more than one/two child and act strictly on that, population will not come into control.

In here there is program called KB meaning familly plan, this program used for control population at least everyone only permitted have 2 child if more the last child is not country responsibilities.
