How does one start an honest charity?

I've been talking with some friends of mine who are interested in starting a charity for sick children I don't want to be an affiliate to another program. I don't even know where to begin. I've researched other charities and found that all of them have a considerable amount of money going into their administrations. This bothers me greatly. I'd rather a charity where all the money goes to help. And all the workers are volunteer and not paid. I have no money myself to start this. Is this even a feasible goal. And if so, where do I begin?
