access to child

A friend of mine is a father to a 2 year old girl. He pays maintenance every week. This was amutual agrrement between himself and his ex girlfriend. He also puts money into a bank account for her future eductaion. This was not ordered by the cours.However, his ex girlfriend's family do not want him seiing the child at all and have denied him access because they think he is not good enough. He has not been allowed access for the past couple of months. We have been telling him to pursue legal advice. He was not even allowed to give the child a Christmas present today. What do you all think he should do. Any advice would be appreciated
