How about this idea for all of those bad drivers...

Everyone gets a paint gun and you are allowed to shoot one person a day with it. If you get shot three times, you can't drive the next day. If you don't shoot anyone in a day you get one shot on yourself removed. If you shoot three days in a row, you get a shot added on to yourself.
