Financial assistance for officer injured in line of duty

My husband was hurt in the line of duty in 1998. He is medically retired and disabled. He has found very few organizations out there that assist us with finances. So we would really like to start a non-profit organization from our home to assist all those officers injured in the line of duty that need assistance. Any ideas how we might get this started in the United States, Texas and get finances for it?
