Are western countries subsidising global pricing models?

Reason I ask is this.... In Australia it costs over ten dollars for a packet of cigarettes yet in the Philippines I can buy a CARTON (10 packets) of the same brand of cigarettes for the equivalent of seven Australian dollars.... In India I can buy a packet of the same brand for around $2.50 Australian dollars. Is it just taxes? Or are major corporations using countries like Australia, US and the UK to offset the pricing disparities in the so called poorer regions? It is not just cigarettes.... Food, groceries items, alcohol, clothing....
