The old man!!

Every morning, I see an old man lie at the corner of overbridge, he always sleeping, I don't know what is the feeling of him, in the cold weather, I also feel cold in house, but he stay out, that is terrible, I don't know where is his son, daugther, relationship, he is so pitiful, but there no one to notice him.
the goverment is absence of the welfare.
the problem is, how we can do for the old man?

That is so sad. Maybe you could offer him a blanket or a little cash to get some food. What ever good deeds we do I believe they come back to us ten times over.

If there was a Free campground near by I would buy him some basic camping equipment if I could afford it, as chances are if he is sleeping on the street, he is not comfortable with a shelter.... Ask him if he needed any help, but its best not to approach him without law enforcement nearby, as some homeless people get upset about being approached... Just ask if they need any help, then think about it... make your offer, and stick to it.. And then walk away if he does not accept.
Some people are more comfortable in the street than in a shelter. It is weird to state, but there is alot of troubles and issues going on in shelters all over, and many are struggling due to harassment, and other fees... So there are many reasons... ..
If you are worried for his safety contact the local shelter, and tell them where he is and they could send someone out there who maybe help him out better.
