A recent survey from the Big Cats in Britain (BCIB) group, there are a few strange pets kept in the UK, among them: - 154 assorted cats (including 12 lions, 14 tigers, 50 leopards and 16 wild cats) - about 2,000 ostriches - almost 500 monkeys. - 300 American bison - 6,000 wild boars- more than 250 poisonous snakes - 50 members of the crocodile family. (These figures exclude zoo animals.) Do you have any unusual pets, and do you give them names?

I suppose it depends in which country you live in, but I'd expect that you indeed would require a special permit in most industrialised countries.

Someone in NYC a couple of years ago was found to have a fully grown tiger in his apt. He got it as a cub and it just kept growing; I don't know how neighbors didn't hear it. He only got found out when the tiger injured him and he needed medical help.
