I have two cats and a 60 pound bulldog in a very small two bedroom. You need to use good kitty litter and clean the litter box daily. Also vacuum daily. As long as you do this it should be alright.

I wouldnt do it and I dont think it is fair to the cats without enough room to run

Those two kittens will become two cats. It hard to have one cat without wanting two. I think you will me okay. Legally I don't know how your landlord will feel about it.
