What makes a tire bulge?

the tire is only a month old. I had a blow out a month ago, so I replaced the tire. I asked the service place to check the rim and they said it was fine. I do not recall hitting a pothole or a curb with the new tire, however, I took it to pep boys and they said the rim was cracked.
