What goes up must come down! What happens to the bullets?

When rapid-fire machine guns, rifles etc are fired into the air, what happens to the bullets? What goes up must come down. Are the bullets still harmful when they come down? Have they, can they, harm people or things?
I have asked RSL men and they haven't been able to give me an answer. If anyone there can give me an explanation of why we don't see people shot when this happens, I'd like to hear from you.

I have always wondered this too, and I wonder how many people have been injured or killed from incidents such as this, that they never tell anyone about? I know I would not want to be around somewhere where they are doing this, and feel that this is just nonsense in my opinion and should be stopped.

Apart from anything else, it is a huge waste, isn't it?
