well, the best way to learn is to have private lessons. that way in a relatively short amount of time (about 1 year if you already know the basic stuff) you'll be able to speak and write fluently. You could also try going to Lexis, it's a school of foreign languages, i've been going there for 5 years and it's absolutely excellent. And i don't want to brag, but since i've been learning English there, i almost qualified to the National english Olympiad, and i've passed my CAE certificate with A, so Lexis is really great. But, if you can't afford it (it's about 400 euro/year), private lessons are also very good

try to speak with your friends, read english book, write it down and of course follow discussion forum like mylot.

I'm not so good talking english but one thing that will surely help you to understand it is to try to read the most english texts you can and if you don't know something go to a dictionary and then fix the meaning or try to watch movies with english subtitles and when you don't understand something in the sub go again to the dictionary, I used (and still use sometimes) that method and it's great to learn the meaning of some more english words.

Join any institute where u will able to learn english for an year and try to speak without hesitate . i will tell u when u are learning english first than start talking with children and pet too.

I tell you my own thinking that whatvever I know I never hesitate either I am speaking right or speaking wrong. If I will hesitate then I will not speak, when I will not speak then I will not do any mistake, when I will not do any mistake then how I will improve myself. So never hesitate and carry on .....

we'll I'm not that good in speaking english but what I know even american or british people have their own lapses in speaking their own language, you don't need to be perfect in speaking english as long as you can elaborate the ideas you wanted to express. Reading and writing personal experiences would help you to know if you're good in english. Yuo might learn fast on it.
