I am looking for a doctor that specializes in severely blocked leg arteries

My brother told me about a friend of his,that had severe blockage in his legs.He said a B.C. doctor had given him a treatment of some kind where he received something that was given him by intervenus which dissolved the blockage! Anything to this?
