Restaurant wine purchase; To go of wine product; Restaurant liability

It has been discussed that in 2007, it will be law that restaurant patrons may leave said restaurant's premise with purchased opened bottle of wines. Is there any truth to this suggestion and what sort of compliance is needed on the restaurants' behalf?
