How can I upload the picture in the related topics?

Please help me to guide about the uploading of pictures adjacent to the topic that I submitted.

JUST before few days, it was possible for all users that they can add images with their posts, and new users were misusing it (they just add non related images to just earn few cents) so mylot has given this image addition to the members who have made more then 500 posts, so mean while new user comes to know all abut the site, so keep posting to increase your ratings
