Should Americans be Prosecuted for Crimes Commited in Foriegn Countries ?

Should Americans be prosecuted in America for crimes they have commited in other countries ? I'm not saying that people who commite crimes should go unpunished but shouldnt they be prosecuted in the country that the crime was commited in ? Why should we pay thousands of dollars to bring someone back to America and put them on trial for a crime they have committed in some other country ? Most likely they will be found not guilty because of lack of evidence and or witness testimony so why waste all of the tax payers money ? Why not let them be put on trial in the country the committed the crime in ?
