America enforces the "Monroe doctrine" on Latin America.

Traditionally Latin America was the favoured "stomping ground" to be used for the "dollarization doctrine", "crude oil sequestering tactics".
Lately, Predatorial forces has increased the activity of destabalization in Latin America to ensure the traditional stomping grounds are protected especially with the prospect of having the NEW MIDDLE KINGDOM coming out with their own FOREX MINTs.
(1) Bolivia peasants has caught on with the "eyeball catching" activity of RENATIONALIZATION of oil in that country. Irreponsible opposition member of the Bolivian political party is taking the "mob path" to become the "power to be" using the famous "Jewish tactic"!
There are 3 course of action in dealing with national oil and gas reserves.
(a) Receiving Royalty and Income tax using foreign or independent oil companies. This has advantage of getting the best technologies for the country but Predatorial forces might use this system to "minimize the nation income" while ensuring "Bolivian people remain unskilled in the same industry".
(b) 100% nationalization. The answer is Pertamina. IN Indonesia, corruption, laziness was the base reason why the large OIl and Gas industry remains unprofitable. The politicians tapped on the riches, while the bureacracy of the oil company had no insentives to improve the productivity of company.
This is same problem faced even by the British car industry when it nationalized British Leyland..a disaster.
and the third way, as practice now by Malaysia and now China
(c) A national oil company working on regulatory principles with PRODUCTION SHARING agrements, technology partnership with independent oil, gas and chemical companies.
This appears to be the best way for the Bolivian people. Don't let "eye ball" catching mobster (adviced by foreign predators) destabalized Bolivia and Latin America.
(2) Brazilian government now is target on another favorite target of the "eyeball catching" predatorial forces. This is the topic of corruption. This problem has to be carefully tackled.
Careful PR, punishment of the "guilty of excessive greed" must be done while Government structures must be adjusted to reduce the weak spots.
