Why do usually boys initiate in love?

Why do only boys usually start the talk of a new new love sequence. Is it because girls are shy today too. Or is it 'cause they lack confidence.

hi,its natural,because girls have some initial inhibitions eventhogh their views also same to boy.but once after acceptance girls rule the relation by commanding.
