cote de la montaque-quebec mekola ??

detail 15"by12" sketch I know very little about. Before my sister past away she gave it to. She said this is very old. I have found a picture of the chateau on the hill I believe it is chateau Frontenac. The artist name is in cursive so I'm not sure if the spelling is correct above. Anybody know any thing about it?
