timing belt replacement 98 mitsubishi galant

in the book i have to use a screwdriver to make sure that the sprocket on the oil pan to make timing with the cam and the crankshaft. does the plug on the side of the block that i need to put my screwdriver in to lock the sprocket, is it underneath the manifold? i have the cam and crankshaft ontime with the compression of the number one piston and the oil sprocket on time but it still doesn't start up. what may be the problem? its a 2.4l sohc motor
