Traffic Fines

Why are traffic fines so unfair. I think traffic fines are necessary, but are very discrimnatory. Let's say you accidentally run a red light. Let's say the fine is $250. Now if you are an ordinary working person making $500 a week, the fine is half of your wages. If you are well to do and make $2000 a week, the fine is only one eighth of your salary. So what is fair about it. I think fines should be levied in proportion to your take home pay, don't you?
