1999 crysler seabring convertable has gallons of water in the wheel well.

my passenger side has at least 3" of water and i can hear gallons of water sloshing in my trunk even thou trunk is dry. is it the gaskets from my top that are not in place as i see a gap were prehaps i'm missing a gasket. help!
