It is blue because of Raleigh(sp?) scattering. When electromagnetic radiation hits a particle and the particle is less than half the wavelength of the radiation it induces a dipole moment in the particle. This dipole moment then oscillates slightly out of phase with the incoming radiation producing a scattered radiation pattern. The color of light that gets through this scattering effect is towards the blue end of the spectrum. At sunset and dawn the sky in those areas switches to the red end of the spectrum because the light is traveling through more atmosphere than if it was directly on top of you. In a related question the ocean is blue simply because they sky is blue because water itself does not really have a color, unless there is a lot of plant life in the water that might give it a green tinge. For the reference of those not scientifically inclined all forms of light from microwaves, infrared, visible, ultraviolet, through cosmic rays, are forms of electromagnetic radiation.

I actually learned this in a part of a lecture in my Electromagnetic Fields and Waves class in college. The math behind it is quite cool and simple. It rather advanced and requires quite a bit of knowledge about electrostatics and quasistatics, as well as the math behind antenna structures.
