He copied my content and re-shuffled the order of the paragraphs

I dont know if there is anything you can do about it unless you had your stuff copyrighted....you are talking about website content correct? Maybe make a place on the top of your site, that says it is yours, and unable to be copied, used maybe, with kudos,links back to your site...like allowing your content to be used as reference material, but to copy word for word and reshuffle it and pass it on as your own....is just not right!
