Petty Crimes Punishment for teens and children.

When a teen or child commits a crime and gets caught they either go to Juvinile hall, get fined or do community service. Fines are ineffective because normally the parents or gaurdians pay the fine. Juvinile hall is more effective but also has drawbacks such as the children being away from their family. So the best option is community service for so many reasons. A few being it gets them involved in the community and jobs that the locals don't want to do get done.
