passport renewal problem

i had applied for renewal of passport at bhubaneswar. the file was transferred to ahmedabad, subsequent to my transfer. at new place police verification is over since last 4 months back. so far passport is not received. what is the method to get the passport at the earliest?. what may be the problems? can apply for a new passport?
