There have been many previously published photos of this ugly thing. You have probably seen this before. Previous photos used professional photographer tricks to enhance its appearance.
This is what it really looks like.
Later in the thread I'll tell you what this is if no one guesses correctly.

I thought it was an abandoned warehouse or factory of some sort. It looks decrepit and uninhabitable, except for rats maybe. I couldn't believe when you revealed that it was Bill Clinton's "memorial" library and museum. WHO designed this place? I can't believe that Bill would have approved the final plans. It's hideous! I'm sure that the people of Arkansas love it for what it signifies, but it sure is an eyesore.

My hypothesis as to why it is a monstrosity is this:
Clinton chose the cheapest crappiest design he could to conserve the funds of his Presidential Library slush fund.
This fund served as a conduit for Clinton to receive legal bribes. There have been numerous stories in the conventional press about Clinton doing this and that in return for contributions to this fund.
It is legal, even though Clinton controls the final disposition of how the funds are spent.
You'd be surprised. Plenty of Arkansasians are not pleased with this building or Bill Clinton.

Decrepit indeed, looks like someone changed their mind 1/2 way through construction on what they wanted it to look like!
Then when it was , or is it finshed, ran for the hills!!
It must be some kind of Organisation headquarters or Government site!lol

The Eagle is getting close to what it is. It is a famous national building here in the USA and is fairly well known internationally.
There was money from citizens of other countries who contributed to the cost of building it.

It is the William Jefferson Blyth Clinton Presidential Library and Museum.
