If anybody should spank, it should only be the parents and/or the parent-appointed guardian (someone such as a grandparent to whom the parent has given both guardianship and the right to spank. Guardianship alone won't cut it).
Teachers and principals get kids from all kinds of homes--and some of those homes are against physical discipline, so it would be traumatic for a child to go to school and get hit by an adult and be told that said adult and his peers have a right to do this.
I've found that school discipline can also be very subjective with kids who might not be attractive to the teachers (e.g. overweight, different skin color)--or kids who are too attractive to the teachers (e.g. students of the same gender of the teachers who beat them out in the looks department and might cause some jealousy)--more likely to become the whipping child of a particular teacher.
One important rule that gets taught to kids is, "Keep your hands to yourself!"
So, perhaps, the teachers had better practice what they preach!
