PayPal is free to have an account, but look at their fee schedule for the kinds of fees that exist. It is free for a regular account to receive money from your bank account or other PayPal account but there is a fee for receiving credit card payments I believe. There are also merchant accounts which have different fees. The information is on the PayPal website.
Another good thing about PayPal is that you can turn your account into a money market account that pays around 4-5% APY. Its managed by a well known reputable British investment firm and its relatively low risk. There is always the chance that the value of a share in the money market will decrease from $1 and you could lose some money so only switch your account to a money market account after a lot of careful consideration because a money market account is not FDIC insured for those living in the US.

Paypal for joining is absolutely free...but they have a policy that when you will earn Minimum 150$s and when you will demand them...they will charge some money for the service they are giving you.And that too is not too much..its near about 5$s or so,so i dont think there will be any problem in paying it to them for there efficient service they are providing in so many countries.
