reward for dishonesty

Commercial banks in India are rewarding dishonest borrowers/intentional defaulters with rebate in interest and sometimes even in principal under their compromise scheme. while on the other hand honest borrowers have to pay highest rate of interest plus annual inspection charges and other charges also. Will any one like to remain honest?

i believe it would be very difficult to find a culture, government, or even region that is honest/ i believe we live in a world where you have to choose how you want your life to be, and not just assume that "it's all good"/ Example, Benny Hinn Ministry - i read he refuses to disclose financial reports/ i always thought someone in his line of work was obligated to the public, but maybe God told him to be secretive...
