Mobile Phone cameras! Eye of the Spy

These day most of the mobile phone contains cameras. Some way this is help ful. Like taking a valuable moment in an unexpected time.
But most of the time it's used to capture pics without permision and even used to spy on others.
What shoul governments should do on this? What should People do about this issue. Do you have any Idea?

Yes it is a big problem and I don't know the answer but I suspect a lot of people are going to get get caught in something and it may even ruin some peoples lives.
