Government Grants

I called for a government grant information today and I asked them to send me an application to choose and apply for a business loan program that comes with some program kit. They asked for me to pay a first payment of $197.00. They said that that amount will be refunded to me in the taxes when I open my business and send over my taxes.
So I just want to make sure with you guys if you really need to pay some fees to get the government grant application. Do you know anything about that

I think that is anormaly a thing like this.I worked in Ministry of Communication in my country but I don't hear that need to pay when you want an information.Aren't we free nation,nut ,,pay nation,,,free nation.
I don't hear from something like this and I believe that is a big stupid to pay.

i think before paying anything consult with any present business.

Well when the agent told about the fees, I was like wait a minute, you need to pay fees to apply. Yes I'm going to look around and get myself more informed about this.
