It all depends on what you mean by independent and of course it would probably depend on his culture and country as they do tend to differ in expectations. If you are referring to a 17 year old still living with his parents, then he should conform with normal rules of the household as set down by his parents. He should be able to think for himself and accept the responsibility for his actions. However it is not necessary that he be financially indpendant because he would probably still be at school. Responsible for actions, yes. Financially independant, probably not depending on country. Ability to look after himself, yes.
