No. 1 Commercial Radio Station

My mind oftentimes wonder why all commercial radio stations that i have tuned in... announces that they were all No. 1! How does it make sense? How can we find out the official no. 1? Did they really rate their own or just simply making fraud to people. Any ideas?/ concepts?
