IRRIGATION USING GRAVITY SCHEME WATER

I am employed as an Agriculture Extension Officer. I am inyetrested in irrigation. In the area I work, there is a stream which folws from a hill that supplies water to a neighbouring trading center. However, there is a lot of water not utilised. I would love to see this water uesd for irrigation. What is the best approach.
