bribe giving and bribe taking

Living in a corrupt country and society, where bribe giving is as simple as drinking a glass of water, can a person survive without giving bribes? Will it be wise on his part?
In the same country which perfected the art of bribe-taking and kickbacks, and if a person is in a position to take bribes and do his duty, can he survive without taking bribes? He faces extermination and exsocialisation from his peers, superiors and subordinates.
Lobbying, consultancies, liason, have become synonyms for serving as intermediaries between the bribe givers and bribe takers.
Today, there may be exceptionally few people, particularly youth with bubbling enthusiasm who refuse to carry along. Either they spoil their future and learn late or they catch the train just in time.
Why this is happening even in democratic countries?
